A petition was filed with the City of Albuquerque City Clerk which says:
"There will be no expenditure of monies nor incurring of debt by the Mayor, City Council, any other entity or designee for the Albuquerque Rapid Transit Project (ART) including, but not limited to, approving the spending and allocation or appropriation of any existing municipal, state, federal monies, bond, gross receipts tax, lodgers tax, or any other source allocated for the project known as Albuquerque Rapid Transit (ART) or using any other project generated surplus / excess monies available to the City of Albuquerque, or any other entity, including any acceptance of such money by the Albuquerque City Council, the Mayor, or his designates."
